Ontario Prioritizes Public Postsecondary Programs Amid Federal Cap on International Student Study Permits

In response to the federal government’s limitations on the number of international student study permit applications for the next two years, Ontario is taking steps to prioritize public postsecondary programs that align with in-demand jobs crucial for Ontario’s labor market.

Jill Dunlop, Minister of Colleges and Universities, affirmed the province’s commitment to safeguarding the integrity of Ontario’s postsecondary education system by attracting top international students to fields vital to the economy. Collaboration with postsecondary institutions aims to ensure enrollment in programs that supply graduates for high-demand jobs.

Under Ontario’s plan, 96 percent of permit applications will be allocated to publicly assisted colleges and universities, with the remaining four percent designated for language schools, private universities, and other institutions. Career colleges will not receive any applications.
The allocation of applications to institutions will be based on specific criteria, including prioritizing programs in high-demand areas such as skilled trades, health human resources, STEM, hospitality, and child care. Applications cannot exceed an institution’s 2023 permit levels, and the ratio of international permits, excluding high-demand areas, must not surpass 55 percent of the institution’s 2023 first-year domestic enrollment.

French-language enrollment will receive priority, considering the demand for workers proficient in French. The government pledges support to colleges and universities in aligning programs with labor market needs to bolster Ontario’s economic growth.

To streamline the process, most international students must include a provincial letter of attestation with their study permit application, ensuring compliance with federal allocations. Students can obtain this letter from their admissions office or visit the ministry website for assistance.

International students graduating from eligible designated learning institutions (DLIs) may apply for a post-graduation work permit. However, changes announced by the federal government in January 2024 mean that students starting programs at publicly assisted colleges delivered through private partners will be ineligible for post-graduation work permits from May 15, 2024.
